Does anybody remember the second harry potter movie?

When harry comes out of the fire place (near the beginning of the movie) and heads into knockturn alley, theres this witch chick who asks if he is lost. Then these other shifty wizards start to crowd around him. If Hagrid had not seen him and rescued him, what do you think they were going to do with him? Were they dark wizards or homeless ones or what?
